POSITION PURPOSE:
Reporting to the Program Manager, Emergency Plans and Operations is responsible for coordinating the development, implementation and management of a comprehensive Business Continuity Program; researching best practices in business continuity planning; leading cross-department business continuity committees and work groups/project teams to ensure that continuity plans provide for an integrated, comprehensive and corporate wide program; providing and/or overseeing a comprehensive communication and education strategy to ensure that Regional representatives are aware of and prepared to undertake specific duties in the event of the implementation of the Corporate Business Continuity Plan (BCP) in accordance with the Region’s Business Continuity Policy and Guidelines; and developing policies, procedures, processes and application guides related to business continuity planning and implementation.


MAJOR RESPONSIBILITIES

  • Assists in ensuring that the Region meets the mandatory requirements of the Emergency Management and Civil Protection Act and Regulations.
  • Leads in the planning, development and implementation of the Region’s Business Continuity Program and the development of strategies and capability to effectively respond and recover in an orderly manner to planned and unplanned interruptions that disrupt critical operational functions for the Corporation and York Region.
  • Forms and chairs the Business Continuity Committee; develops a corporate Business Continuity Policy.
  • Assists the Manager, Emergency Management in preparing, recommending, monitoring and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans.
  • Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.
  • Participates in planning and formulation of strategic initiatives for service improvements; creates a program that embeds business continuity into corporate culture.
  • Provides guidance and leadership to project and cross-department work groups, project teams and committee members.
  • As a subject matter expert, provides advice and guidance to coordinate the integration of business continuity plans across departments, and ensure that plans provide for a comprehensive and coordinated approach.
  • Manages the implementation of process improvements; recommends revisions to BIA’s and deliverables.
  • Ensures quality assurance activities to monitor program effectiveness and support continuous improvement attitudes.
  • Liaises with and proactively develops relationships with stakeholders including government/non-governmental agencies and the public, to facilitate the delivery of services.
  • Leads or coordinates work of external consultants and provides guidance to cross-department staff on BCP program governance and issues.
  • Performs other duties as assigned to meet Departmental goals and program/service objectives.


QUALIFICATIONS

  • Successful completion of a University Degree in Public Administration, Business Administration, Emergency Management, or approved equivalent combination of education and experience.
  • Accredited as a Business Continuity Professional or approved equivalent experience.
  • Minimum five (5) years demonstrated experience in Business Continuity development and implementation, including demonstrated project management or leadership/supervisory experience in a unionized environment.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Knowledge of and demonstrated ability in corporate core competencies including customer services, communication, teamwork, initiative/self management, accountability, and flexibility/adaptability.
  • Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
