Position Summary

Reporting to the Director, Facilities and Security, the incumbent is responsible for capital projects and special projects at the Belleville Campus and other College owned or leased spaces. The incumbent will manage capital project and budget from pre-planning, planning, design, bidding and tendering, construction, commissioning through to occupancy and/or operation phase. Responsible for special projects required for the improvement, advancement and upgrades of the building or college related programs and departments.

The incumbent will assist the Director in the development and planning of campus facilities and planning and strategic problem solving for campus building infrastructure. Continually innovate and improve on service models that moves the college forward on its vision of a Destination College and support key SMA KPI’s.

More specifically these include:

  • Assisting the Director in the development of capital business cases for projects and management these projects.
  • COFSI and Facility Renewal Program Management (VFA/SLAM CAP) Database Management and information reporting.
  • Drawing and documentation management which includes both electronic and hardcopy

In addition, the incumbent has a number of direct College wide responsibilities:

  • Loyalist College incident commander back up, responsible to make initial recommendations to protect students, staff and College assets in an emergency.
  • Assist with Loyalist College Emergency Response Plan and associated fire alarm, lockdown drills and EMS
  • Back-up on-call duties 7x24x365 for Maintenance, Security and off-hours Residence issues.
  • Ensure that construction, alterations and renovations to the college buildings are performed in compliance with applicable codes, regulations and laws.
  • Event Management as they relate to Facility Services duties

Duties and Responsibilities

Support the Director with the management of capital projects within the scope of their responsibilities at the Belleville Campus and other College owned or leased spaces. The incumbent will manage capital project and budget from pre-planning, planning, design, bidding and tendering, construction, commissioning through to occupancy, including moves, and/or operation phase.

Responsible for special projects required for the improvement, advancement and upgrades of the building or any college related programs and department at the College. They will also assist with drafting of request for quotes or pricing. This includes managing various contractors.

Manage Facility Services activities relating to events and setups. Reviewing and providing recommendations to the event documentation. Working with internal and external partners to carry out the plans that have been set out in the event planning documentation.

Provide tactical and operational management of the Emergency Response Plan (ERP). Support the Director to continuously improve the emergency response plan. Manage fire and lockdown drills. Liaise with emergency services and Director during major events.

Qualifications

  • Completion of a two (2) Year diploma or degree in Project Management or Engineering or Skilled Trade or related field
  • Minimum five (5) year’s experience working on capital projects, supervising unionized staff and overseeing contracted services. Experience working in an educational institution preferred
  • Demonstrated ability to manage multiple projects, budgets and priorities successfully while maintaining high levels of quality and productivity.
  • Knowledge and understanding of Emergency Response, incident management, fire drill, lockdown drill and dealing with Emergency Services in a calm, professional manner are critical.
  • Excels at working in a fast-paced environment with shifting priorities and situations requiring rapid response.
  • Ability to handle sensitive or volatile situations respectfully, with tact, confidentiality and diplomacy
  • Ability to interact and communicate effectively with a variety of internal and external stakeholders
