This is professional City planning work of moderate complexity involving the application of specialized knowledge in the investigation and analysis of matters relating to planning studies and planning programs. The incumbent is part of the team working on the Official Community Plan Update project and the work entails assembling and interpreting social, economic, and physical research data as they apply to the completion of growth management, land use, and general planning programs as well as data pertaining to municipal planning and to the policy formulation and implementation of an Official Community Plan. Other responsibilities include planning, assigning and supervising the work of non-professional subordinates assigned to work on special projects; liaising with a variety of internal and external contacts; representing the City and/or the Department at various meetings and on a variety of committees. The Planner 1 collects or supervises the gathering of information on general zoning matters, population density pattern, transportation trends, and similar specialized aspects of planning; interacts with the public at community engagement events; prepares maps, layouts and reports on findings; conducts investigations and studies with reference to plans for new development or for the redevelopment of existing areas. Performs related work as required.

Qualifications include a Master’s Degree in Planning or related discipline with some experience in the planning profession, membership or eligibility for membership in the Planning Institute of British Columbia or Canadian Institute of Planners is desirable; or an equivalent combination of training and experience. Considerable knowledge of principles, practices and objectives of urban and regional planning; of governmental and legal procedures for Municipal planning developments and of the City's by-laws relative to planning activities; and of economics, Municipal finance and sociology as applied to urban planning. Ability to perform moderately complex technical research and prepare reports thereon to establish and maintain effective working relations with a wide range of internal and external contacts; to express ideas effectively both orally and in a written or graphic manner; and to act in a liaison capacity coordinating the work of the special assignment group with that of the sections in the department and externally, with City officials and other interested groups.
