Job Summary

The Program Analyst, Early Years and Child Care is responsible for leading oversight of programs related to early years and child care. Using research, analytical, data and project management skills, the Program Analyst will review program data and provide advice and recommendations related to early years and child care programs such as EarlyON Child and Family Centres, licensed child care, school-age recreation, and special needs programs for effective oversight and monitoring. The Program Analyst will analyze, forecast, evaluate, research, and audit provincial and regional program funding, and implement policy and program guidelines according to legislative requirements as outlined by the Child Care and Early Years Act, ministry or regional guidelines.

Duties & Responsibilities

  • Lead the oversight of assigned programs including supporting the implementation of provincial direction and reporting.
  • Support in the development of processes and protocols to strengthen the Region’s financial oversight over early years and child care programs, including development of guidelines, application and other processes.
  • Provide project management and leadership in the review of early years and child care programs or implementation of proposed changes to early years and child care programs by the Province.
  • Collect and analyze data from early years and child care programs to support effective service system planning.
  • Consult with other service managers and community partners to support local needs and meet policy objectives.
  • Communicate and provide excellent customer service effectively with internal and external partners and use excellent problem solving, negotiation and conflict resolution techniques.
  • Provide expert analytical, financial and statistical information for reporting to Council, provincial ministries and other reports as needed.
  • Demonstrate active leadership in Divisional initiatives.
  • Perform other duties as assigned.

Skills & Qualifications

Essential

  • Undergraduate Degree in Human Services or a Business Administration Degree/Diploma.
  • Minimum of five (5) years program administrative experience and/or program management experience.
  • Knowledge of early years and child care programs.
  • Working knowledge and proficiency of Microsoft Office Suite.

Preferred

  • Demonstrated understanding of finance, budgeting, program oversight and reporting.
  • Ability to lead and manage projects related to implementation and oversight of programs.
  • Familiarity with Ontario Child Care Management System (OCCMS).

Working Conditions

  • Travel will be required between locations within Halton Region; incumbent must provide their own transportation.
  • The incumbent will be required to provide a copy of their driver’s license by first day of employment.
