The incumbent will be reporting to Site Manager / Clinical Lead / Local Health Partner / Clinical Roster Managers, and under the clinical leadership of the Health in Emergencies, the Community Health Nurse (CHN) will deploy to different clinical settings in their province or territory and/or across Canada to support local health authorities. The role will include providing direct clinical care to beneficiaries and will require the ability to practice independently in low resources settings. They may be located in communities without an onsite Physician or diagnostics team. Virtual support would be provided in this case. There may be opportunities to be assigned to a different role based on clinical experience.
In this role, you will:
- Complete the appropriate CRC Learning Pathway required for deployment (CHNs)
- Complete Site-Specific Training as outlined / required by the partner
- Obtain licensure for the province / territory where being deployed to
- Ensure all certifications / licensures / resume are current
- Ensure professional indemnity coverage through CNPS is current
- Adhere to any prerequisite medical requirements
- Provide professional nursing care to clients by: Applying the nursing process (assessment – including diagnosis, planning, implementation, evaluation) to intervene in the disease process and restore health
Ability to perform thorough assessments on eyes, ears, throat, and recognize disease processes and treatment.
Performing nursing, sanctioned/transferred medical and related practice functions according to the Policies and Procedures established by the Receiving health authority
Making decisions regarding client management including crisis management and facilitating referral in consultation with supervisor and/or other professionals
Participating in individual/family case conferences with nursing, medical staff and/or other health care providers
Prescribing and dispensing pharmaceuticals in accordance with established regulations, policies and safety procedures
Participating in the delivery of health services to satellite communities, where applicable, by visits and through radio, or telephone consultations
Maintaining confidentiality of all client related information
- Plans, implements, and evaluates community public/health activities, specific health protection, surveillance, education and promotion activities by: Applying the nursing process to assess clients (individual, families, or community) to identify needs, develop programs/services, implement health promotion/disease prevention strategies including utilization of appropriate resources and methods of delivering information
Demonstrating awareness of culture and traditions and incorporating this knowledge into practice
Ongoing evaluation of Community Health Programs/Services modifying programs for appropriateness
Conducting a wide variety of speciality public health clinics (e.g., prenatal, well-child and well-baby, TB)
Participating in communicable disease control, chronic disease surveillance, home visits, health education classes/sessions and school health programs
Acting as a resource to other health professionals and support staff
Promoting a safe and healthy environment in homes, schools, day care centres, boarding homes, worksites and the community
- CHNs must have the ability to provide emergency care and treatment. This position is required to perform transferred health functions beyond normal hospital training. This includes but is not limited to: Assessments and interventions across the life span
Ability to perform basic nursing, advanced nursing e.g., immunization, venipuncture, basic laboratory work (e.g., WBC, pregnancy tests, Urine dips, blood smears for CBC, hemoglobin), basic radiology (x-ray chest and extremities only), pharmacy (dispensing and prescribing within approved guidelines).
Knowledge of and ability to apply sanctioned transferable medical functions (Pap smears, suturing, vaginal exams, pronunciation of deaths, fluid sampling from deceased persons)
Ability to apply or remove casts or splints, emergency stabilization equipment.
CTAS and over the phone triage abilities
Ability to consult MDs over the phone and provide SBAR reports to ensure full clinical picture and appropriate intervention
Ability to work effectively in a cross-cultural setting, ensuring that CRC Fundamental principles are acknowledged and maintained during patient and employee interactions
Arranging for safe client transport in consultation with the supervisor and/or other health care professionals as required and acting as a medical escort when required
- Abide by and work in accordance with the Red Cross/Red Crescent Principles
- Abide by and work in accordance with the CRC Policies, Protocols and Procedures
- Contribute to a positive team environment and service excellence to meet the needs of beneficiaries
- Perform any other work-related duties and responsibilities that may be assigned by the line manager
- Practice in accordance with the care standards of professional practice as outlined by your relevant provincial college of nursing regulatory body
- Provide clinical support to the health response in accordance with the clinical setting deployed to
- Perform ongoing public health and/or clinical care duties, with the support of the multi-disciplinary team, to clients with a variety of illnesses/diseases
- Follow processes and regulations as per local health authority guidance including, but not limited to, informed consent, infection control and correct documentation
What we are looking for:
- Bachelor’s degree in nursing or professional equivalent
- Current Professional Licensure in one province or territory in Canada
- Immunization Certificate or willingness to obtain in receiving health authority
- ACLS – valid for at least 6 months
- PALS/ENPC - valid for at least 6 months
- CTAS/ experience using triage systems
- Experience in Pelvic Examinations or commitment to obtain
- At least one of: certificate in Public Health, Health Canada clinical skills course, an advanced practice course relevant to scope or deployment
- At least 2 years of recent experience as a Community Health Nurse if entering CHN role; other recent experience may be considered on a case-by-case basis
- Current Health Care Provider Level CPR or BLS with annual re-certification
- Mental Health First Aid / ASIST
- Fetal Monitoring
- BTLS/TNCC
- NRP/L&D Experience – Deployment specific. Must be agreeable to acquire this training.
- Experience in health needs assessment and the design of health programming, is an asset
- Experience living or working in a cultural context other than their own and/or in remote and isolated communities in Canada is an asset
- Professional certification or post-graduate qualification in remote care nursing, global health, tropical medicine/nursing, epidemic prevention and control, or another relevant field is an asset
- Strong communication, diplomacy and negotiation skills for work in a multi-cultural, multi-disciplinary context
- Able to travel to destinations province-wide or nation-wide and to provide a minimum of 14 consecutive days/year of deployment availability; there is a preference for those able to commit to longer periods and/or multiple deployments
- Experience living / working in Indigenous communities in Canada is an asset.
- Ability to communicate in any Indigenous language is an asset
- Fluency in English and in Quebec fluency in French is required. Bilingual is preferred.
- Fluency or knowledge of other languages is an asset
- Training, facilitation, coaching and education skills is an asset
- Ability to coordinate with authorities and foster effective working relationships with health stakeholders at various levels

Working Conditions:
- The Community Health Nurse operates in a stress filled environment as health care emergencies are frequent; require ability to work in stressful rapidly changing environments
- Due to dynamic nature of an emergency and proximity to epidemic/ pandemic affected area, issues with access and mobility and strict protocols and procedures.
- Long hours of work in demanding context with limited resources. Ability to work in an 24h on call structure with independent practice.
- The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.
- Potential for exposure to communicable disease (TB, Covid, etc.), bodily fluid, and hazardous materials that can result in potential health risks to the incumbent.
- Very basic living conditions including group living and shared accommodations
- Potential for placement in community with non-potable water
- Potential for placement in community with water shortages and/or frozen plumbing for days at a time.
- Exposure to extreme weather

- Excellent physical & mental health with the self-awareness to continually assess one’s fitness to practice, seeking support and reporting concerns to CRC Lead as needed.
- A valid provincial driver’s licence
- Must ensure all prescription medications are up to date and supply will be sufficient for duration of deployment.
- Complete immunization for Covid 19 as per CRC policy
- Must be able to be Medically Cleared for travel in accordance with established CRC Medical criteria.
