The incumbent will provide technical risk, incident and security advice and support to CRC personnel supporting ongoing operations and programs in collaboration with the Senior Advisor-Security.
In this role, you will:
- Proactively scan, monitor, and assess the evolving political, social and security context in all locations (in Canada and international) of relevance to CRC.
- Support the capacity building of security risk management competencies of CRC personnel and managers.
- Support improvements, application of guidelines and minimum-security standards, including review and updating of security related documents and templates.
- Conduct planned and/or emergency site visits, undertake security risk assessments and provide safety / security advice to teams in line with standards.
- Provide input to security risk identification to operations along with preventive and mitigation measures.
- Under direction of the Senior Security Advisor, provide decision-making support related to security to teams.
- Support the implementation of informed consent process, including thorough briefings, updates, and management of relevant documentation.
- Review and provide recommendations for CRC personnel travel approval, including providing travel briefing and debriefing support.
- Promote inclusive security management culture by supporting communication and dialogue and encouraging risk management-based decision making.
- Provide back up support for the Senior Advisor Security including being on call.
- Provide rapid alert to senior management regarding security context of CRC program.
- Identify emerging concerns and makes recommendations according; including corrective actions to mitigate risk which may include relocation of staff, shifting to remote management or program closure.
- Contribute to problem solving and responds immediately to crisis situations, working closely with programs to develop solutions that meet program needs.
- Lead (where relevant) and support security incident management, including participating in critical incident management team as requested.
- Support incidents through closure including with all relevant documentation.
What we are looking for:
- Different types of backgrounds and experience including University degree in arts, social science, law, risk management, business administration or a combination of education and experience which could include investigative work, business analysists, compliance review, documentation, etc. that would be considered equivalent.
- Minimum of 5 years of relevant experience (operational risk management, program and project management, process development or security risk experience), preferably in non-for profit or humanitarian organization contexts.
- Up-to-date knowledge of current thinking, trends, and approaches to security management in the humanitarian sector.
- Experience in monitoring emerging issues that could impact organizational programs and personnel safety and security and providing options for consideration to minimize impact.
- Fluency in English; proficiency in second language is considered an asset.
- Strong written, oral communication and Microsoft Word documentation skills.
- Able to coordinate with authorities and foster effective working relationships with health stakeholders at various levels.
- Interest and capacity to deploy in Canada and internationally.
- Ability to deal with ambiguity and reprioritize tasks in response to unexpected changes.
- Ability to adapt to changing circumstances in a fast-paced environment.
- Ability to handle stress and make decisions under pressure.
- Strong analytical skills, problem-solving skills, attention to detail and ability to anticipate barriers and opportunities.
Working conditions:
- Most of the work is performed in a clean and comfortable environment.
- May include long to moderate hours sitting and using computers and office equipment.
- Ability to work non-traditional hours on short notice.
- Ability to work in stressful and often ambiguous conditions.
- This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
- If required, and eligible, periodic travel to CRC operations (domestic and international) may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
