About the Job:
The Communications Security Establishment is Canada’s foreign signals intelligence agency and the national technical authority for cybersecurity and information assurance. CSE also conducts active and defensive cyber operations and provides technical and operational assistance to federal law enforcement and security agencies.
In support of this mission, we are looking to hire Intelligence Analysts from diverse backgrounds to work in a dynamic and innovative operational environment. We are recruiting for a variety of non-technical and technical analyst positions, including:
- Intelligence Analyst
- Open-source Intelligence Analyst
- Cyber-crime Intelligence Analyst
- Foreign Language Intelligence Analyst
- Geospatial Intelligence Analyst
As an Intelligence Analyst, you will play an essential role in the foreign intelligence aspect of CSE’s mandate to acquire information from or through the global information infrastructure. You will then use, analyze and disseminate the information for the purpose of providing foreign intelligence, in accordance with the Government of Canada’s intelligence priorities. You will use your interest in international affairs to protect Canada’s people, interests, and national security from serious threats, including terrorism, organized crime, cyber attacks, and espionage.
All of CSE’s activities are conducted in accordance with the CSE Act, which requires that our activities not be directed at Canadians anywhere in the world, or any person in Canada. The CSE Act also requires that we protect the privacy of Canadians and persons in Canada in the execution of our operations.
With your strong research and analysis skills, your creativity, and your ability to identify and solve problems, you will piece together information collected from a variety of sources. You will conduct research, synthesize source material, and provide context by drawing on your expertise and knowledge of international affairs, technology, and national security. You will be working in a high-paced operational environment within a multidisciplinary team. You will also work closely with technical experts in other parts of CSE and will have opportunities to learn more about telecommunications technology and different analytical tools.
Successful applicants will receive extensive training and mentoring to develop and strengthen the competencies required to support operational efforts on matters of national security to the Government of Canada.
Salary Range
UNI-06 (underfill level): $74,823 to $88,028 per year*
UNI-07 (working level): $83,055 to $97,710 per year*

Asset Education
- Graduation from a recognized post-secondary institution in a relevant field, such as but not limited to international relations, intelligence and security studies, data analysis, data science, foreign languages or linguistics, computer science, psychology, journalism, dramatic arts, creative writing, etc.
- Courses or certifications related to open-source intelligence, data analysis, data science or communications technology.
Asset Experience
- Experience conducting research and investigations for a wide range of customers and using a variety of sources;
- Experience with a variety of analytical and investigative techniques; or
- Experience in providing mentoring, training, and awareness briefings to colleagues, management, and clients.
Asset Technical Competencies
These asset competencies may be assessed later in the process through a variety of tests and/or interviews. They may be used to determine which team you could best complement within CSE.
- Knowledge of programming languages such as Python;
- Knowledge of regional and non-English news outlets, social media platforms, blogs, open-source databases, and other sources; or
- Knowledge of one or more foreign languages.

Security Requirements
You must have no criminal record. The screening process involves a

- polygraph test
- psychological assessment
- background investigation covering a minimum of your last 10 years history, including credit and financial verifications.

What to Expect
- The process will be conducted in the official language of your choice.
- Various tests will be administered to candidates who successfully pass the application review. They will be used as a screening tool. Make sure to check your spam/junk mailbox regularly for notification of the test.
- Interview(s) will follow for candidates who are successful on the tests.
- Two references (managers or supervisors) will be requested from candidates who successfully complete the interview stage.

The entire selection process – tests, interviews, security investigation – may take more than one year to complete.
If you are deemed to be unsuccessful in the assessment process for this particular selection process, you may re in twelve (12) months.

Salary Range
- UNI-06 (Underfill level): $74,823 to $88,028 per year*
- UNI-07 (Working level): $83,055 to $97,710 per year*
- These positions may be eligible for the Foreign Language Incentive Plan (FLIP). FLIP is an additional pay on top of, but not part of, the yearly salary and is calculated as a percentage of your salary to a maximum of 8% depending on the language and your level of your proficiency. This allowance is negotiated through the collective bargaining process.

Appointments
Determinate and indeterminate appointments will be used to staff positions of permanent or temporary tenures within CSE. All working level appointments have a one (1) year probation period. Should you be appointed at the underfill level, note that you will be on probation until you have completed a minimum of one year at the full working level of the position.
Operational Requirements
Overtime and standby duty may be required. Some positions may require shiftwork along with weekends and/or statutory holidays.
CSE Employment
CSE is a separate organization and is not subject to the Public Service Employment Act (PSEA). We have our own values-based staffing regime and as such, have the flexibility to determine qualifications for positions and how these qualifications will be assessed in a selection process. In other words, CSE has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology.
