Description

The development of a Lands Act for the SXFN will establish an administrative process that manages records and transactions associated with land ownership and leasing. The Lands Coordinator will assume the comprehensive management of the Lands Office and Lands Registry as it relates to reserve lands. The Lands Coordinator takes on the developmental responsibilities for laws and regulatory procedures and systems, approvals, and various services to meet the legislative responsibilities of Kukpi7 and Council and all Departments of the Band. The Lands Coordinator manages all aspects of the Lands Office including supervision of lands staff and development of the annual departmental budget, work plans and policies and procedures

Duties

  • Creates and administers the land code, evaluates land use and protection policies, legislation and regulations
  • Prepares and finalize all land transaction documentation, such as leases, purchases, transfers, assignments and allotments for Kukpi7 and Council approval to execute documents.
  • Prepares and manages permits for any person to occupy or use Reserve lands or to reside or otherwise exercise rights on the Reserve
  • Undertakes research, reviews and processes conveyance documents, including Lands Transfers and mortgages not limited to the instruments relating to leases, subleases, mortgages, etc.
  • Provides notification of change of ownership and new transactions to the SXFN Taxation Office
  • Executes written Instruments and carries out any actions required to be taken by and on behalf of the Minister or Her Majesty the Queen in right of Canada in relation to an interest in SXFN Lands
  • Brings Annual Tax Rate Laws and Annual Tax Expenditure laws to Kukpi7 and Council for signature before they are mailed to First Nations Tax Commission (FNTC)
  • Prepares to develop Environmental Management Agreements (EMA)
  • Creates and maintains a database system to record all legal interests in SXFN lands
  • Develops and reviews land interest agreements, rights of way and permits

Qualifications
Education:

  • Diploma or degree in Business, Economic Development, Land Economics or equivalent experience

Conditions of Employment:
Must maintain strict confidentiality in performing duties and demonstrates personal attributes of integrity, respect, trust, honesty, compassion, and accountability.

  • Must be able to obtain and maintain a Criminal Records Check.
  • Must have and maintain a valid BC Driver’s Licence.
  • Must provide a vehicle in good operating condition and appropriate vehicle insurance to meet program requirements.
  • Must reside in the geographic region (i.e., Williams Lake, 100 Mile House) to be able to work in the community of Dog Creek and/or Canoe Creek.

  • Experience in negotiating agreements and contracts
  • Knowledge of Economic Development activities within First Nation communities

  • Ability to self-regulate, meet deadlines, have attention to detail, and respect confidentiality

Experience:

  • Two years First Nations Land Management experience in a similar position, or related experience
