Position Summary
Manager, Labour & Employee Relations
We’re looking for a leader! The HR department at NYGH is tasked with delivering excellence in people services and relied upon to bring new ideas that translate into programs, processes and practices which respond to the needs of our partners across the Hospital.

You are both an experienced labour relations leader and a proven systems-thinker, able to easily distinguish between operational and corporate accountabilities, and prepared to coach, teach and mentor staff as a means to capitalize on the full range of skills and competencies of those within the unit. As the lead point of contact for all enterprise labour and employment relations, you will leverage the unit’s talent to determine the direct management and oversight of processes, issues management, data reporting, and all legal claims and matters proceeding to arbitration.

You will be expected to apply a practical approach towards partnering with our bargaining unit representatives on our various labour-management committees. Working within a fast-paced setting, you will be expected to use strong communication and team-building skills as tools to generate the level of engagement and accountability among team members to meet our department’s service standards related to knowledge, creativity, responsiveness and professionalism. You will work closely with colleague managers in other departments and program areas to execute the provision of advisory services, policy development and special projects as part of an integrated and cooperative model. This position supports the Hospital’s academic mandate by advancing care through teaching and learning and/or transforming care through research and innovation. This position contributes to the shared responsibility of ensuring health and safety policies are followed to provide for a healthy environment for patients, staff, physicians, volunteers and families.
On a practical level, you will
  • Support the NYGH corporate strategy and HR People Strategy by providing labour relations expertise, active leadership and direction on related activities, projects and programs involving labour relations
  • Use expert knowledge of human resources practices, relevant legislation, labour/employment law and collective agreement administration to support a strategically aligned, diverse and engaged workforce, where people are challenged, recognized and valued
  • Liaise with managers, union representatives and senior executives, where necessary, to discuss and resolve employee/union grievances, complaints and issues
  • Provide sound, timely and strategic guidance and advice on employee disciplinary and performance matters, conflict management, and implementing change within programs and departments
  • Collaborate with hospital partners to review, design and implement corporate policies to help support and sustain organizational best practices
  • Serve as hospital lead during all phases of central collective bargaining, as well as being chief spokesperson during local collective bargaining cycles; preparation for such cycles will include developing costing estimates and analysis, drafting and securing approved bargaining mandate, and coordinating environmental scans of hospital/health care organizations
  • Manage the grievance process requirements up to and including arbitration hearings and mediations
  • Organize and direct all people-impact initiatives across the Hospital
  • Represent the hospital at regional and provincial LR and sector committees/meetings
Qualifications
  • University degree in human resources/labour relations, business administration or related field
  • Fluent understanding and experience applying multiple acts and statutes, including the Labour Relations Act, Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, and Pay Equity Act
  • Minimum eight (8) years’ experience as a labour relations practitioner/manager in a large, multi-union environment leading a team of labour relations professionals
  • Chief Spokesperson or member of collective bargaining negotiations; health-care or broader public sector experience preferred
  • Leadership role in the design and/or delivery of corporate strategy outputs/deliverables; demonstrated experience collaborating or partnering with senior executives on enterprise issues, activities or programs
  • Excellent knowledge of human resources practices in a unionized environment or public sector/broader public sector organization
  • Bilingualism in French/English an asset
