: 1Basic Purpose of this Position:
The Manager, Payroll manages payroll programs, policies and business processes for over 5,000 union and non-union employees. This position will lead a team of Analysts and Auditors as part of the Payroll department dedicated to providing payroll services with a focus on continual improvement, internal controls, accurate results, best practices and delivery innovation.
Key Responsibilities:
- Accountable for the successful day to day operations and ongoing delivery of Payroll Services for approximately 5000 union and non-unionized employees.
- Accountable for all aspects of payroll administration including the related financial and legislative components i.e. reconciliation and remittance of all statutory, mandatory and voluntary deductions.
- Oversee the accuracy and timeliness of the calculations for wages, overtime, special payments source deductions and payroll, to ensure they comply with federal and provincial laws and statutes.
- Work with experts in HRIS and IS in collaboration with Payroll System Service providers to continuously improve the automation of payroll and resolving administrative or technical issues.
- Develop, document and communicate business rules and payroll procedures ensuring accurate and efficient administration of programs based on changing business requirements and best practices for payroll processing.
- Responsible for providing strategic points of view on emerging trends, best practices, and payroll technical knowledge to the team as required.
- Ensure that all internal & external SLA’s are current and comply with departments contractual service level needs.
- Ongoing review of the payroll operating services delivery model and HRIS in terms of resources, technology and business processes to identify opportunities for improved quality and efficiency.
- Lead, coach and develop a team of professionals working in the areas of Payroll,
- Ensure team members acquire necessary skills and performance attributes in line with business and personal development needs.
- Collaboration with Finance, HR, IS and LR staff to address matters relating to payroll services and providing subject matter expertise as required.
- Build strategic networks and partnerships with management, staff, and other clients to ensure Payroll meets their business needs by providing timely, consistent, complete and accurate service resulting in a high level of customer service satisfaction.
Qualifications:
- Post-secondary degree in Business Administration or Commerce is required.
- 10-15 years of experience in payroll.
- NPI – Payroll certification CPM preferred
- Strategic Thinker with proven leadership abilities and advanced client relationship skills
- Strong Working knowledge of HRIS systems and payroll programs
- Effective Leadership, motivational & coaching abilities Project Management experience
- Organizational Skills and ability to manage within a fast paced complex and ever-changing working environment
- Strong analytical, quantitative and problem-solving skills
- Superior Customer Service and attention to detail
- Bilingualism (English and French) is an asset.
