PURPOSE OF THE POSITION:

As the Specialist Criminal Intelligence is to research and analyze raw data, and apply critical thinking and logic skills to develop and make sound conclusions and recommendations. You will provide actionable criminal threat intelligence in a cohesive and clear manner to CPPS Management and frontline Officers. You are critical to the planning, intelligence and investigative activities for CPPS.


POSITION ACCOUNTABILITIES:

  • Interpret information from multiple sources to identify, research, evaluate, contribute to and produce criminal threat intelligence products including recommendations for CPPS senior management, frontline officers, investigators, collaborated agencies (Provincial and Federal) and private sector partners;
  • Provide analysis and research relating to trends, emerging issues and developments relating to both criminal and technological threats to CP’s operations, critical infrastructure and security;
  • Produce and present products such as briefings, threat assessments, statistical reports, network analysis, travel security reports, country risk reports, and tactical, operational and strategic intelligence assessments to address issues in a strategic manner. Organizes material into a variety of formats that best facilitate research and analysis;
  • Build, develop and maintain collaboration with police and security/intelligence agencies to establish communication links, gather and provide intelligence to minimize any threats to CP's operations, critical infrastructure and security;
  • Provide intelligence, threat and risk assessments to guide CP Police in their strategic planning and enforcement policies on immediate or long-term threats;
  • Provid ongoing support, analysis and strategic advice to senior management regarding specific cases, investigations and intelligence approaches;
  • Identify patterns in information to draw inferences from them so that operational decisions can be made on further actions to take;
  • Respond to ad hoc requests from the Chief of Police and Deputy Chiefs for meetings and briefings;
  • Conduct briefings and presentations of analytical findings and conclusions;
  • Prepare a variety of reports such as intelligence reports/bulletins, monthly and quarterly activity summaries, department annual reports and specific statistical/research reports as needed.
  • Willing and able to travel for meetings and trainings as required;
  • Responsible for responding to critical incidents outside standard work hours when required.

POSITION REQUIREMENTS:

  • Must possess a bachelor's degree in a related field from a recognized university or at least 5-years of previous research, analysis, or criminal intelligence-oriented experience with a law enforcement or government agency;
  • Must have skills in analytical thinking, writing, principles, methods, techniques and tools including: threat measurement process, network analysis, traditional intelligence cycle process, comparative analysis, and statistical analysis;
  • Ability to analyze and gain an understanding of issues in order to prioritize them and inform the development of problem-solving responses;
  • Required to be a self-starter capable of conducting self-initiated research, and to conduct studies, identify threats and risks;
  • Ability to self-generate tactical or strategic intelligence reports resulting from the ongoing nature of gathering information, research and subject knowledge which provides insight and informed judgements on emerging criminal issues, trends, or intelligence gaps.
  • Ablility to support findings through clearly articulated reasoning, defining the relevance, potential threat and relative importance within the larger context of ongoing investigations or criminal priorities;
  • Knowledge of social science and policy research analysis methodologies, techniques, theories and practices related to criminal intelligence and/or critical infrastructure rail issues

Experience with the following is required:

  • Hexagon CAD/RMS
  • Microsoft Office suite of products, including Excel, PowerPoint, Word, and Power BI
  • Association/network charts
  • Timeline/sequence of events
  • Comparative case charts
  • Geo-mapping
  • Flow charts
  • Use computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CP. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
